Presidents Message
Kennedy King College is a student centered college. We are proud of our educational team of faculty, staff, students, and administrators who provide an effective learning environment and shared experiences. The goal of our academic programs and services are to enable students to achieve their goals while acquiring sound knowledge and information, skills, and values which reflect community citizenship. A quality education must be provided in a secure and safe environment. Our security personnel place the highest priority on Kennedy King College maintaining its excellent record in security management.
I. Reporting Crimes and Other Emergencies
Crimes, safety issues and other related emergencies should be reported immediately to the Security Department at each respective site.
Kennedy-King Campus
The Security Department is located in. room IW40 and may be reached by telephone at 773.602.5148. The campus is located at 6800 So. Wentworth Ave. and is accessible to students, visitors and the general public during business hours. The building is closed to students, staff and visitors between the hours of 10:00PM to 7:00AM, Monday thru Friday and 6:00PM to 7:00AM, Saturday and Sunday, the exception being written permission from the President or Vice President of the College.
Dawson Technical Institute
The Security Department is located in room 244 and may be reached by telephone at 773 451 2058. The campus is located at 3901 So. State St. and is accessible to students, visitors and the general public during business hours, Monday thru Friday. The building is closed on Friday evening at 10:00PM and remains so until Monday at 7:00AM. There is security on the premises 24 hours a day.
II. College Law Enforcement
A. It is the Security Department's responsibility, to provide a secure atmosphere for Kennedy King College faculty, staff, students, as well as, safeguard all property. Security officers, who are off duty police officers have the authority to effect arrests. They may do so when they have probable cause to believe a crime has been committed. Security aides, who are not police officers and have no police powers, serve as auxiliary and support to security officers and the Security Department. Said aides will immediately report all violations of state and municipal laws/ordinances and policies of the City Colleges and summon assistance, if necessary, so that an arrest may be effected. All Kennedy King staff should report all violations to the Security Department so that;
1) the Security Department may utilize the information to identify patterns/offenders,
2) allocate manpower to preclude the reoccurrence,
3) provide immediate assistance, if necessary,
4) maintain a written record of incidents.
There should be a constant awareness by all KKC personnel that the prevention of crime is a concerted effort.
B. Once the Security Department has received a report of a crime, there will be an immediate investigation. All information will be recorded on a KKC Incident Form and if the incident is of a criminal nature, the following procedures will be followed:
1) provide any first aid or medical attention, if necessary,
2) apprehend the offender, if on scene. Record all relative information to assist in future apprehension,
3) notify the Chicago Police Dept.,
4) identify and interview all witnesses,
5) secure scene and all evidence.
6) notify a supervisor, and if of a serious nature the Director of Security.
7) assist the Chicago Police and where necessary, appear in court.
C. Kennedy King faculty, staff and students are expected to assist the police in their investigation, appear as witnesses in any criminal proceeding relative to a KKC incident/crime. The Director of Security is responsible for working with the police and State's Attorney's Office in it's Victim/Witness Assistance Program. KKC Security Officers/Aides are required to attend court hearings in the following situations:
1) the security officer has signed the complaint,
2) the security officer is the arresting officer,
3) the security officer is a witness,
4) the security officer has received a subpoena.
D. Investigations of criminal incidents on the KKC campus are not closed until one of the following occur:
1) an arrest is made and all supportive evidence recovered
2) in instances of lost property, the property is recovered and no criminal activity was involved,
3) the complainant refuses to prosecute,
4) investigation discloses that no crime has been committed,
5) Chicago Police assumes full responsibility for the investigation.
6) In cases where all leads are exhausted, such incidents will be suspended.
ONLY THE DIRECTOR OF SECURITY CAN
TERMINATE AN INVESTIGATION OF AN INCIDENT THAT OCCURRED ON THE KKC CAMPUS.
III. Crime Prevention
Crime prevention is defined as the "anticipation, recognition and appraisal of a crime risk and the initiation of some action to remove or reduce that risk".
The Crime Prevention Platform at KKC consists of the following strategies' programs:
A. KKC has monthly meetings of the Chicago Police Dept.'s CAPS Program on campus in a space provided Kennedy King College.
B. The Preventive Programs Division of the Chicago Police Department has brought pamphlets and information to the campus while conducting prevention programs.
C. "Crime Alert Bulletins" are issued relative to incidents germane to the KKC neighborhood.
D. E mail will be a tool utilized to keep staff informed of safety information.
E. KKC security personnel are deployed to provide a highly visible presence, as well as, foot/walking posts to patrol in a random manner.
F. Chicago Police Dept. has officers assigned to pay special attention to areas bordering the KKC campus from both the Gang Unit and the School Patrol Unit.
G. Chicago Police Dept. also notifies the KKC Security Dept. whenever a crime pattern develops around the KKC campus.
IV. Sexual Assaults
The Security Department in conjunction with the Chicago Police Department conducts Seminars and Workshops directed toward die awareness and prevention of sexual assaults. All sexual assaults must be reported immediately to the Security Department and the Chicago Police Department. Security personnel will assist the victim in notifying proper authorities if requested. A female Officer will be assigned to assist and interview the Victim. Officers assigned to conduct the investigation must protect the privacy of the victim while preserving any evidence. All administrators will be notified so that they will be able to make the proper adjustments in the student's academic situation. If the accused is a student the Dean of Student Services will notify both the victim and the accused of the hearing procedures that will be followed. The college will work to protect the rights of all parties involved and act impartially at all times. This notification will advise both the victim and the accused that they may have others accompany them to the hearing, and that they will be notified of the outcome of the disciplinary hearing.

The Board is committed to providing a drug‑free workplace for its employees and students in accordance with Public Law No. 100‑690, the Anti‑Drug Abuse Act of 1985. Regulations and guidelines in accordance with this law have been published by die District and are disseminated on a regular basis. It is the policy of the Board of Trustees of the City Colleges of Chicago (herein At City alleges) that its workplaces be drug‑free. Accordingly, the following rules and regulations are effective as of July 6, 1989.
B. Regulations
The unlawful manufacture, distribution, dispersion, possession or use of a controlled substance by an employee while on City Colleges premises or while performing work for City Colleges is prohibited.
Being under the influence of any controlled substance while on City Colleges premises or while performing work for City Colleges is prohibited.
As a condition of his or her employment, each employee shall: agree in writing to abide by the terms contained in this policy; and
Agree to notify City Colleges of any criminal drug statute conviction for a violation occurring on City Colleges premises no lacer than five (5) days after such conviction.
C. Definition
For the purposes of the above rules and regulations, the following definitions apply:
1. A controlled substance is one which is not legally obtained; which is being used in a manlier different than it was prescribed; than or, which is legally obtainable but has not been obtained as such or anything defined as such by the Illinois Controlled Substance Act. 720ILCS570/102
A conviction is defined as a finding of guilt (including a plea ) or imposition of a sentence, or both, by any Judicial body charged with the responsibility of determining violations of the Federal or State Criminal Statues.
